Taxiway rusak dan jadwal penerbangan terganggu di HLP/WIHH 05MAR17

Penerbangan keluar masuk Bandara Halim Perdanakusuma terganggu kembali. Penyebab gangguan kali ini kemungkinan adalah rusaknya taxiway. Pada pukul 1600WIB (0900UTC) sekitar 4 pesawat termonitor pada ADS-B sedang melakukan holding diatas AL NDB di timur bandara. Penelusuran melalui beberapa jaringan pemantauan ADS-B terlihat pesawat-pesawat berikut sedang melakukan holding diatas AL NDB dan waypoint KIMON:

  • QG145 MLGHLP
  • ID7054 PLMHLP
  • ID7582 MLGHLP
  • QG171 PDGHLP
  • ID7058 SUBHLP
  • ID7052 SUBHLP
  • QG182 SUBHLP

Satu-satunya informasi yang bisa ditemukan mengenai kerusakan taxiway adalah di NOTAM berikut:

Masih tidak jelas kenapa kerusakan pada 1 taxiway melumpuhkan pengoperasian penerbangan di bandara Halim Perdanakusuma kecuali kerusakan terjadi terlalu dekat dengan landasan pacu. Sebelum NOTAM diterbitkan, terlihat pendaratan terakhir dilakukan oleh ID7348 (Kupang/KOE – Halim/HLP) pada pukul 1506WIB (0806UTC) dan keberangkatan terakhir adalah QG114 (Halim/HLP – Palembang/PLM) pada pukul 1510WIB (0810UTC).

Setelah NOTAM diterbitkan, pergerakan pertama di landasan pacu adalah QG145 (Malang/MLG – Halim/HLP) yang mendarat pada pukul 1631WIB (0931UTC).

Sepertinya gangguan pengoperasian bandara akibat kerusakan taxiway dan landasan pacu akhir-akhir ini makin sering terjadi, dan NOTAM mengenai perbaikan darurat makin sering diterbitkan.

Taxiway damage and flight disruptions at HLP/WIHH 05MAR17

Flights into and out of Jakarta’s Halim Perdanakusuma Airport gets disrupted yet again due what seems to be a damaged taxiway. At around 0900UTC 4 aircraft was seen through the ADS-B as holding over AL NDB. A look at various ADS-B networks, the following was found to be holding at AL and KIMON awaiting entry into the airport:

  • QG145 MLGHLP
  • ID7054 PLMHLP
  • ID7582 MLGHLP
  • QG171 PDGHLP
  • ID7058 SUBHLP
  • ID7052 SUBHLP
  • QG182 SUBHLP

The only information that can be gathered with regards to the damaged taxiway is the following NOTAM:

It is unclear why 1 taxiway is affecting the flights unless the damage is too close to the runway. It appears that prior to the NOTAM the last aircraft that landed was ID7348 (Kupang/KOE – Halim/HLP) at 1506LT (0806UTC) and the QG114 (Halim/HLP – Palembang/PLM) for departures at 1510LT (0810UTC).

After the NOTAM, the first use of the runway was QG145 (Malang/MLG – Halim/HLP) which landed at 1631LT (0931UTC).

It appears that taxiways and runways at Indonesia’s airports are crumbling, with more and more repair work being done as well as emergency repair work with NOTAM becoming more frequent.

Medevac Learjet skids off runway at Halim Airport

Last night, amidst rain storms that covered Jakarta, a Nusantara Air Charter Learjet 31 registered PK-JKI slid off the runway at Halim Perdanakusuma International Airpot (HLP/WIHH) in Jakarta at 1946 local time (1246Z). As a result, the airport was closed for almost 3 hours, causing disruptions to scheduled flights. Inbound flights that were immediately affected were:

  1. QG812 SUBHLP PK-GQM dvt CGK
  2. ID7108 PDGHLP PK-LBW dvt CGK
  3. ID7538 JOGHLP PK-LBZ dvt CGK
  4. ID7516 SUBHLP PK-LUF dvt CGK

Some passengers were bused to Soekarno-Hatta International Airport (CGK/WIII) in order to catch flights from there while waiting for the runway to reopen.

PK-JKI at Halim Airport in its earlier days

PK-JKI was operating a medical evacuation flight from Yogyakarta Adi Sucipto Airport (JOG/WAHH), and arrived in Jakarta area about 1 hour after rainstorms occurred. Various flights operated into Halim Airport on the ILS runway 24. The Learjet 31 slid off the right-hand side of the runway and rested on the grass between taxiways Bravo and Charlie. The weather conditions at the time was 1000m visibility with winds at 8-13 knots (direction not reported).

PK-JKI position early this morning

According to early reports, the aircraft contacted Halim at 1233Z, and commenced approach for ILS24 at 1244Z following a Batik Air 737 a few minutes ahead of it, and the weather information were relayed to the crew. At 1246Z the aircraft slid and the crew made a radio transmission just prior to skidding (likely inadvertently). The crash alert was immediately activated and fire and rescue as well as ambulances were immediately on scene. 7 persons were on board and were evacuated safely.

Damage to left wing suggest a ground contact at some stage near the landing.

The aircraft was severely damaged with the right main landing gear absent from its position. The right-hand engine is also dislodged from its normal position. The most baffling is the damage to the left wing. How the aircraft bent the left wing and losing its right main landing gear, is something for the investigators to find out.

What was the frequency again?

A while ago, after work while I was still at the previous employer, I was sitting in the Flight Operations Room, awaiting for a flight to come in through the Halim Tower frequency.

In came one flight with an American voice calling, “Is this Halim Tower on 122.25 or have I got the wrong frequency again?”
“Station calling Halim Tower, go ahead”
“Halim Tower, this is X### on the ILS 24.”
“X###, winds calm, cleared to land”
“Did you guys publish the frequency? Coz it’s nowhere on the charts, we did several holds at AL (a beacon before the ILS) because we couldn’t contact you!”
“It’s 122.25 sir.”
“Well, obviously, but we didn’t know, and approach didn’t know, they gave us 118.6”
“It’s in the NOTAM”
“Obviously someone forgot to give us the right NOTAM”

Yes, stuff like this are annoying. However, the frequency change was done because of interference from illegal radio stations. Just as we thought it was finished, guess what? This NOTAM came up.

Tadi apa frekwensinya?

Dulu waktu saya masih bekerja untuk sebuah perusahaan penerbangan charter, saya suatu malam iseng duduk di ruangan Flight Operations sambil nunggu 1 flight untuk datang dengan mendengarkan radio di frekwensi Halim Tower.

Tiba² terdengarlah suara berlogat Amerika memanggil-manggil, “Is this Halim Tower on 122.25 or have I got the wrong frequency again?”
“Station calling Halim Tower, go ahead”
“Halim Tower, this is X### on the ILS 24.”
“X###, winds calm, cleared to land”
“Did you guys publish the frequency? Coz it’s nowhere on the charts, we did several holds at AL (nama salah satu posisi alat bantu navigasi yang digunakan untuk approach ke Halim) because we couldn’t contact you!”
“It’s 122.25 sir.”
“Well, obviously, but we didn’t know, and approach didn’t know, they gave us 118.6”
“It’s in the NOTAM”
“Obviously someone forgot to give us the right NOTAM”

Ya, kejadian² seperti ini tentunya menjengkelkan, namun perubahan frekwensi yang dilakukan dikarenakan adanya interferensi dari pemancar² ilegal di frekwensi Halim Tower yang lama di 118.3MHz. Namun, ketika saya berfikir, ah gak bakal berubah-ubah lagi sekarang… tiba² saya melihat NOTAM ini.

Nah, kenapa sih harus mengetes frekwensi² tersebut untuk live operations? Tau ah… Bikin pusing aja, banyak sekali ini frekwensinya, mudah²an dapat yang kosong, lancar, jernih, biar tidak usah gonta-ganti lagi nanti plus diiringi dengan pilot² bule pada ngomel nyari frekwensi Halim Tower.
